There is a two-step process:
Borrowers can go for a pre-qualification or pre approval.
A pre qualification will tentatively determine what amount a borrower should
be able to qualify for based on standard underwriting guidelines.
A pre approval is a much more in depth look at the borrowers ability to
obtain financing. Usually a borrower with a pre approval is one who took
the time to obtain preliminary underwriting approval subject to verification
of value of the home and clear title.
